Restricted Custody Release Meaning

The Campbell County Restricted Custody Center is a component of Campbell County Detention Center. It houses qualifying prisoners and supports community-work activity. That setting changes what “left” means. Authorized movement outside the secure building may be part of the sentence, not a legal discharge. A person can work in the community and still remain in CCDC or Kentucky DOC custody.

Actual release requires a final jail or state record. For a locally sentenced person, the CCDC release screen and the Campbell court order should identify the date, disposition, and destination. For a state-sentenced prisoner, Kentucky Online Offender Lookup can show whether state custody or supervision continues. If the record says transfer, locate the receiving authority rather than treating the move as community return.

Confirm Restricted Custody Release

The official county roster is built for current custody and is not a release archive. A missing name does not establish that the person finished a sentence. The person may have moved to a different CCDC component, transferred to a Kentucky DOC institution, entered another jail, or disappeared because of a data problem.

1. Check Campbell JailTracker only to see whether current CCDC custody is reported.
2. Search Kentucky VINELink by name or identification number and note the facility, status, and displayed release date.
3. For a state-sentenced person, search KOOL for location, state status, projected date, and supervision fields.
4. Request the CCDC movement and final release records for the exact custody episode.
5. Obtain the signed Campbell court order or judgment that explains the sentence and legal basis.

Each source answers a different question. The program record shows approved movement. The jail record shows physical custody. KOOL shows state corrections status. A court judgment or later order explains the legal sentence. Preserve the date checked because current systems can change after a transfer or discharge.

Restricted Custody Records Contact

The restricted-custody program uses the main CCDC contact. A focused request should seek existing records for one person and one booking period. Ask for the admission or booking record, restricted-custody placement or movement record, release screen, actual release date and time, disposition, destination, and any existing transfer or discharge order. Do not ask the custodian to create a narrative.

The CCDC records page says a signed request should include the requester’s printed name, delivery address or email, commercial-purpose response, precise record description, and the applicable Kentucky-resident statement. Hand delivery on the official form is available Monday through Friday, 8:30 a.m. to 4 p.m. CCDC states that it makes a compliance determination within five days excluding weekends and legal holidays. No verified copy-fee schedule was found, so ask for costs in advance.

Kentucky’s open-records statute permits qualifying requests by hand, mail, fax, or email, subject to exemptions. Corrections records can also be limited under KRS 197.025. Security-sensitive, sealed, expunged, juvenile, medical, and protected personal material may be withheld or redacted.

State-Sentenced Campbell Release

The restricted-custody component may include prisoners sentenced to state time. A county building does not change the legal custody authority. Kentucky regulations permit state felons to be housed in county jails and address applicable sentence credits. The CCDC record can show departure from Campbell County, while KOOL and Kentucky DOC records show whether the state sentence continued.

On KOOL, compare full name and DOC or PID number. Review current location, status, supervision, conviction details, and any field labeled “Projected Release Date.” A projected date is an estimate, not proof that discharge occurred. Credits, disciplinary loss, detainers, court orders, and parole decisions can change it. A person may also leave physical custody for parole or mandatory reentry supervision, both of which remain legal supervision rather than final discharge.

Transfer

Movement to another custodian while custody continues.

Parole

Conditional community release ordered through the state parole process.

Probation

Court-ordered community supervision, often instead of or after confinement.

Discharge

The end of the relevant sentence or supervision when the responsible authority records it.

Campbell Court Release Orders

A Campbell County court record often explains why restricted custody ended. The docket can show bond, judgment, sentence, probation, sentence amendment, revocation, or dismissal. Ask for the docket sheet and the signed order. A docket abbreviation or booking charge is not the same as a final disposition.

The Campbell County Courthouse is at 330 York Street in Newport. The Circuit Court Clerk’s office is reached at 859-292-6314, option 1 for District Court and option 2 for Circuit Court. Hours are Monday through Friday, 8:30 a.m. to 4 p.m. District Court handles misdemeanors, violations, early felony proceedings, and many bond matters. Circuit Court handles indicted felonies and final felony judgments.

A court order may authorize release before CCDC completes processing. The actual time comes from the facility record. Likewise, departure from restricted custody could be a transfer authorized by the sentence. Pair the order with the jail destination field and, when state time is involved, KOOL.

Restricted Custody Program Record

The official Restricted Custody Center source identifies this as a distinct CCDC program setting. No successful exact screenshot of that source was captured. The only successful manifest image assigned to this page depicts BOP locator record explanations, which is not a close match for a CCDC program page and is therefore not used.

This distinction also prevents a federal image from implying that the restricted-custody program is a federal facility. It is not. CCDC can house federal detainees elsewhere in its mixed population, but the Facility Map identifies the Restricted Custody Center as a local CCDC component. If a record unexpectedly identifies a federal authority, follow the named custodian through BOP, USMS, ICE, or the federal court rather than converting that custody class into a program fact.
